Tis I who have discovered the recipe. Feels good.

 It requires the following three items.

Any Unique ruby ring (tested with Mokou's Embrace and Ngamahu's Sign)

Onyx amulet (probably any rarity but tested with Normal)

A corrupted level 20 Lightning Warp. I don't know if a corrupted 21 would work, wasn't that fortunate when reconfirming it.

On a side note, I think my children must both have this item. They seem to have the Illusory Warp skill and are definitely Immune to Silence. - here's my sig

The warp is a teleport which leaves a chilled ground and has a quite large cooldown.

Unfortunately it's like an 8 second cooldown.
