No, it's really a problem with the idea.
Actual lethal weapons are designed the way they are to either cut through flesh (and sometimes bone) or to focus the weight of an attack on one point, causing ether a puncture wound or severe, localized blunt force trauma.
Shields do neither of these things. They are designed to be an obstacle for your opponent by doing things like obstructing their vision or blocking their attacks. Larger shields allow the user to throw their weight behind it and knock their opponent off-balance, and they can't do much about it because there's a wall of metal between you and your opponent, whereas they could just set a spear and let you impale yourself if you just tried to body-slam them without a shield.

They were basically a back-up option to a real weapon, which in the chaos of a melee could get knocked away from you.
In all seriousness, there's really no difference in terms of seriousness between dual-wielding shields and putting novelty-sized giant, inflatable mallets in the game and treating them like serious weapons.

Not unarmed, but a reasonably-sized stick is a better weapon for lethal force than your typical shield, yes.

Not unarmed, but a reasonably-sized stick is a better weapon for lethal force than your typical shield, yes.
And yet unarmed is promoted... we even have a unique item that adds 900% damage to unarmed.
Why not a shield? It already has an attack mode in the game.

Developers can adjust dps however they want. It's called balancing the game.
Move slower? There are run speed nodes on the tree. There is one that ignores movement speed reduction from armor.
They can do w/e they want with nodes to balance this type of combat.
