1 or 2 full respec, why i think it is good
There is already full respec in the game. It is called having 100+ orbs of regret. The whole point is that it is not free. You actually have to work for it and put in time and effort to get these orbs or accumulate other currency orbs to buy them.

I'm still in support of limited full respecs, though the system as it stands is pretty good too and totally acceptable.
A full respec means you don't get penalized for experimenting with a new build. It's that simple to me. But a couple additional things: 1. One respec only, or maybe one per difficulty. 2. It would be highly preferable to have some sort of trade-off or choice. Could be as small as having to clear a side dungeon that you can otherwise skip, moderate like payment in the form of high-end currency items or leveled skill gems, or as large as choosing between a respec and some other major quest reward like a permanent 5% move speed increase, guaranteed 5-socket "imbue" or something else. This way people who want to experiment can do so, while people who don't will have an incentive to stay with one build rather than everyone going with cookie-cutter leveling builds. 3. At the end of the day, the game is just too complex to tell people to "learn more" or "play more" to figure out long term builds. You could play through the game 10 times and still not know a good shadow build if you had never gone with that class before...hardly means you suck at the game. I actually agree with both sides of this argument, but in the end I lean a little bit towards giving the new players a better learning curve so they don't have to browse forums for a week.
Let me throw a new-fangled idea out there. How about 5 ACCOUNT BOUND respecs (or maybe 6; one for each of the 6 starting points)? Personally, that's about the amount of respec I feel is required to get a feel for each starting area, and then figuring out what I want to try from there. Account bound respecs, then you're done. The game already offers you the ability to respec. A partial respec is easy. Just by playing through Merciless, you'll have 16 respec points and at least half a dozen scouring orbs. That's a third of a respec at the least.
If you want to respec the rest, do some trading or farming and you'll be able to. I think it's way overboard to expect a free respec on top of all this. In a very grind heavy game the death penalty equates to...more grinding.

" 22 respec points (each alow to change one point on skill tree) per hardest dificulty level? That mean i have to beat all dificulty levels to make full respec and probably buy some respec points as well. That sounds not enough for me. One full respec per whole characters career. How about pay real money for full respec? Say $3... that sounds reasonable, no? It doesn't give advantage over other players and it gives them money!

Single player diablo 2 is harder than singleplayer poe though with no trading. Nothing like stepping out in hell and get one shotted by LE extra strong fallen boss. Hell difficulty diablo 2 first character offline was a brick wall out of this world.

I can see why new players want a respec.
1) they are used to it from other games 2) the idea of starting from scratch might seem daunting BUT once you've made a few chars leveling doesn't take long at all, so while it might take you days to do get to level 40 the first time it will take a few hours when you know the content. This game is ALL about re-rolling, just get used to it :D Nothing to see here.
