I see a way how to enable something like a full respec:

Make respeced character permamently lose 15% of the allocated passive points rounded up.
So u have 50 allocated passive points, u make a respec and u get only 42 points back. 8 points are lost forever. Having to cripple ur character for a full respec is the best price, making starting a new character from scratch a better option. This method will differentiate the good clean characters from bad respeced characters.
Double the percentage and I'd be okay with that.

Although I doubt they'll implement anything else beyond the orbs of regret.

No it won't because the "good clean" characters could have 'tainted' their precious build through respec points already.

I don't support full respects.

Main reason? There are builds that excel in leveling and builds that are end game grinding focused.

If full respects were free everyone will start using the same build cookie cutter builds for leveling, because they could just respec for free then switch to an end game build.

Doing this is completely possible right now BUT it has a cost.

Full respec is needed.
If some players vote against it - so make them new league with no respec or an option at the character creation screen.
And let the simple players play as they want, with full respec and experiments. Cause a lot of people just want to have fun from the game and not spend a lot of time looking at websites/videos for new working builds. They just come home after work and want to enjoy the game and not re-create the characters again and again.

Many MMORpg game developers understand it.

That's great! Go play those MMOs then, I would recommend Rift for a pretty sweet MMO that has full respecs. This game however does not need cheap respecs.
