Orb value isn't a reflection of functionality, but of supply, because their primary use is currency. The drop rates and extreme RNG nature of crafting preclude much other use. Scours are vendor obtainable, so they're valued lower. Alchs are also fairly easily vendor attainable. Chaos are less so.
It is a function of supply and demand. Demand can be dependant on risk, which is what is happening here: it is riskier to use alch+scouring compared to chaos, which makes the demand for alch+scouring lower than chaos.

What?!?! How is it riskier to use a scour+alch vs a chaos they have exactly the same effect? There is no risk.

Alch + Scour doesn't do exactly the same thing. 50 Chaos Orbs gets me an Exalt. 50 Alch + 50 Scour gets me like half an Exalt.
You assume that the use of orbs has anything to do with the value of orbs. This is entirely incorrect.

That doesnt make sense. How is it risker to trade? He said that scour alch is risker that is why you can't trade them for chaos. So you can't replay its risker because you can't trade its a circular arguement.

Yes I am trying to figure what is going thru people minds that makes then say this. They are exactly the same. example ($20 bill vs 2x $10 bills.)

Right. Demand is determined by virtue of it's use as currency, which is dictated by supply, not functionality. If the old chaos recipe were in effect, we'd likely see alch+scour trading for a bit more than a chaos. Both would be fairly easy to farm, and their values would closer reflect their functionality in relation to each other.
No. Calm down. Learn to enjoy losing.

Because currently, the majority of the traders either straight out refuse to accept any scourings or alchs as payment or value alch+scouring lower than a chaos. That is the reality any player should analyze.
Yet, it is circular in the sense that it is only because a lot of people think something that it becomes rational for any single trader to think the same thing. To break this circle, you'll have to convert a lot of people simultaneously.
