Flame wars in chat does get quite annoying
I just hope they wont implement any kind of word censoring, or atleast keep it only on global chat. I hate it when words start to get censored when I'm in party chat.
Since i have the feeling there are some deep feeling involved in this topic I want to comment some things even though its not really neccessary maybe.
Please dont feel offended. What I am stating here is my opinion (and mine only that some might share and others dont).

Regulating a chat is not about taking someones voice. Its not about taking a freedom. The procces makes it look like. The general chat is for everybody. People who are great with games and are used to the language. But also people who dont do. Charan pointed that out very well.
Its not aboutr controlling every whisper, every channel (there are going to be more of it), its not about big brother.

It is also not about getting power.
It is also not about strong language.

It is like it is everywhere. A community needs to have rules. THis rules are invisble most the time and are regulated in the community itself, especially in real life. In the anonymity of the internet this does not work anymore. A kot of people are there at the same time. They dont have to show their face. The community changes every hour, new people come others go. That is why there have to be certain "rules" that are made and that are "controlled". Its about the extremes. About people who start shouting Nazi-Parolses into the chat. About people who randomly offend everyone they see. Its about flame wars. Such things as examples.

I deeply understand why you DONT want moderation. But there is a certain need. Its not about controlling your words.

I don't understand complaining about maturity in video game communities. Surely, you have to understand the territory you're stepping into. I mean, you said 'the inevitable' has happened. The vast majority of players are 'immature', but that's what gaming culture is nowadays.

The way to counter that as a mature player is to play with other mature players. As far as POE goes, my suggestion would be for GGG to add chat channels with passwords or moderators so certain communities can converse with each other in private.
That idea is great.
Still it qould require the global chat to be moderated as well to be able to find such people ^^.

Maybe just make a /b/ chan where everybody can flame everyone to hell? ^^ You just could say what you like there. No moderation. Would be a solution for everybody ^^

General chat is a double edged sword, because while you can use it to find friends and have a good time, on the other hand other people can use it as a means to "troll" and get attention. I tend to look the other way when I see people spouting negativity, usually not worth the effort to try to get them to simmer down. They will stop when they stop getting attention.
That usually works in small cummunities. In big ones though there will always be some who fall for thetrolls and who will be seriously offended by some behaviour. Thats what i think ;)

They would take care of that problem if these games had a "Grown up" league. Basically, a league where you can only join if you're over 25 years of age (or maybe even 30). Could age authentication be done through credit card ?

I might be wrong, but I think the older part of the crowd is usually nicer and less prone to stupidity. And let's face it, there is now a significant chunk of older gamers than it used to be.
I didn't read your entire thread (but I did read the full OP) My suggestion is to do what youtube does. Vote a post down, and the more negative votes a user gets, their message won't display without clicking to see it. Something similar could be implemented. You can still have your ignore list, but if many people vote a person down, then their messages are deemed not worthy and are filtered out but you can still click to see. And I supposed you'd need an always allow list to negate the vote down filter. I also assume the vote down filter will be time based and eventually the user will be able to talk general again (days? hours?) anyhow just my thought.
Such a vote option would certainly be abused. Big groups of people (even trolls") would be able to just mute-vote random people.
