Is this build workable for SSF? or is mind of the council really build enabling?

The helm is mandatory for higher tier maps. Without the helmet any spell totem build would be more suitable.

I love totem builds, but playing SSF, the damage/defenses fall off very early without high investment.

Can you, please, describe 'yellow - early-red' maps gear when you dont have yet uniques? For example, you don't have ANY unique items.

Imo the build is not SSF league start viable. It requires some specific uniques to get going. You can start it later in SSF, the base uniques are not that rare.

Getting into red maps I suggest:
* Piscerator wand (if your wand is good already no need)
* Mind of the Council helm (required!)
* Malachai's Loop Shield, Perepiteia or The Scales of Justice shield
* The Ephemeral Bond amulet or Atziri's Foible amulet

Some of these uniques are 1-2c items even on league start.
Check the PoB for different gearing stages.

For yellow maps all you really should get is Mind of the Council.

Uber Bosses it is all about sustain and tankyness. The build has over 100k ehp with Lightning Coil, good recovery and decent dps. That being said I am no uber boss expert.

I don't know if you have enough gem links, but you can try using
lvl 1 clarity + arrogance to get another 10% mom effect from the watcher's eye mod.

Though it's going to be much more feasible to get a watchers eye early than a sublime vision...
