You dont get his point at all. He does not mean its the exact same game. (even though it is pretty much correct when it comes to the lategame, because of 8+ hour and 1+ exalt equivalent in map rolls punishments for death, you should avoid just the same as in HC)

But it is the same when it comes to bots. You can get orb drops in any region of the game and the bots play early content where they dont die wich means this method is equally effective in both leagues.

I've played Hardcore for races and briefly in CB as well and I gotta say, it's exactly the same game in terms of gameplay (unless you ALT-F4), with the added bonus that you get screwed royally if you die. That's really it.
