You should get it in the very beginning, right upon exiting Lioneye's Watch, as someone already said.

However, sometimes it gets bugged up and the NPC doesn't show up. (Happened to me.) You should reload the zone and come out of LW again, and it should work.

League mechanic is an absolute WASTE OF TIME, i've spent 6 hours this morning doing 4-5 ''incursions'' per map into that crap just to get nothing useful at all. 10000% unrewarding.

Timer? I'm usually dead in 0,002ms when switching to nightmare while mapping. The monster "stun time" don't always work so I end up dying because few gorillion monsters attacks me at the same time
