While I 100% agree with you and in general I won't touch a F2P for the pay to win culture they promote, GGG is promising that this will not be the case. You will not be able to purchase anything that gives you an advantage over anyone else. Store items will be aesthetic in nature and from what I've heard clans/guilds will be able to purchase their own leagues where they can determine some of the rules sets for their own private gaming world. That's a pretty cool idea if you ask me.

Now BTT, I've seen a few people on this thread say they've seen the changes as if they were already playing 9.6 and love them yet I'm still showing 0.9.5h. This patch hasn't been pushed out yet has it?

No its not out yet, still around a half day to wait for...
Maybe some of the people are in the circle of Alpha testers?

Interesting, how this will be implemented? Will X be constant damage or based on % of your hp or enemy´s hp or something else?

It's an integer amount, not a percentage of anything.
