Hi, my "Cold snap" (coc build) do not bypassed cd from Power Charge. Is it bug or new mechanics?

Whether or not it was "working" before does not have any bearing on whether or not it's important that it's fixed. It's an intentional mechanic that's not working as intended.

I really hope this gets fixed for 2.6. It's kinda ridiculous that it's been broken this long. Maybe it just needs to be removed from the game so we can give up hope?
