No, it shouldn't be 'any league', because the items cannot drop in just any league. As Grzybas2 pointed out, there was a bug with the Coward's Trial map.

Eventually, every item will exist in the Standard League, and all but the Anarchy only items will exist in Hardcore. These new items can exist but will not be able to drop in Standard or Hardcore and that's why it's not 'any league'.

One thing I don't know is if base items carried over into SC/HC from Anarchy/Onslaught are able to be chanced into uniques from their respective leagues. It may be possible that the base items cannot drop but the unique versions can still proc with an Orb of Chance.

Does the dual wielding bonus from Ungils Gauche only apply once even if I'm dual wielding two of them? or does it double and get bumped to 24% additional block chance?

You get 24%.
Btw does any1 know - if i dual wield claws and one of them is bloodseeker and i use dual strike - does the leech apply instantly for whole hit ? or from bloodseeker its instantly and from the other its normal leech?

How is there an anarchy only ring verified in standard league?

Question about bloodseeker unique claw. If i use it with another claw and use double strike (the one that hits with both weapons at the same time) does the effect applies or it doesnt?

Dual Strike hits with both weapons at once. The instant leech mod on Bloodseeker only applies to Bloodseeker.
