Nah, that's fine. Even for CI. If you're willing to not care about the ES gained, you can use it on a character with EB or Blood Magic gem where the mana cost is mostly irrelevant anyway.

18 ES on a kill is kinda low though. A screen of 15 monsters is 270 ES. Decent, but barely. 35 would be nice, I think.

On hit would be amazing. But it's on kill.

Those gloves Are dang near perfect for Ghuddas build. He uses a level 1 spark gem to simply stack his power charges for discharge. 80% increased mana cost on a level 1 spark? PFFT! Hello infinate power charges.

You mean that build where he has a 95% base crit chance?

Nvm then... the vid I watched his spark only had 44%

Still... the logic is sound. Those gloves and a level 1 spell could be used for gaining power charges quickly.
