Those spirits are likely the rarest ones in the same way that Divine Shrines and Echoing Shrines are encountered less that other types of shrines.

I'm down to just the smuggler now, and been grinding areas non-stop. Whatever rock he is under, I will find him :)
(Any one have any idea if there are level requirements for the spirits?) | |

I'm missing the same ones except vaal cultist, which I've only seen once. Saw sedationist a while ago before I was geared up, so it got away :(.
I've yet to hear of any friends getting smuggler though. IGN: Smegmazoid

its very rng. i have been trying to get thief for days now. and by trying to get i mean running 100 docks a day and rushing lower lvl maps and so on. nothing.
