Because that wouldn't change a thing? It only moves the so called "problem" with maps a couple of levels further on the line. Sooner or later, people who are now crying for being stuck in level 61 zones at level 75, would start crying again because they'd be stuck in level 66 maps at level 80 instead.
Actually, it would. Even 66 maps drop decent ilvl loot, and they are not static. They are random, which is much more enjoyable, see D3, Act 3.

Edit: this is why MoC with a constant zone level of 64 is a good idea. As it doesn't give you maps, but is still random.

You can easily level to 85 with level 66 maps.

Yes, they drop decent ilvl, because they are higher level. What a surprise. Bt that's completely irrelevant.
By the time you are 80, ilvl 68 is just as useful to you as ilvl 63 on level 75. I hope you can see the logic behind that.
The docks and whatever area people are farming are random as well. Your post doesn't actually react to the problem that is being discussed here.
Making lvl 66 maps available solves exactly nothing, only moves the problem to later levels.

Because farming for hours and hours to access end game content is apparently a good thing now.
I like the idea of a NPC or something selling a [random] map. There shouldn't be guaranteed drops but being able to buy a low lvl map anytime you log in is an elegant solution to the 'no maps=> docks for 1-2hours' syndrome.

Just giving this some thought and wondering what would be a fair price for a lvl66 map from an NPC?

If it was a GCP or upwards then I think it would be fair but everyone would just scream that they should be much cheaper.

I know it's all RNG, but I have only seen 3 GCPs (lvl 74). Maps were much more common to me, maybe more than 10 by now. I'd personally prefer to go grind Lunaris for 2 hours than spend a GCP. Maybe that will change if I happen to find more.
