No, cleanest solution is get rid of an entire difficulty, THEN adjust the level progression to max out at 68.
Something I have wondered about is if they introduce higher level zones with higher base items wouldn't it make it harder for characters to meet the stat requirements to wear them without giving more passive points?
Keep PoE2 Difficult.

You lvl better too and can get use the points from lvls for stats.

I wish I could remember where but I could have sworn there was a comment about max level remaining 100, no more passive points from quests, max passives staying 120, and max area level outside of maps not changing. If I was not on my phone, I would see if I could find it.

That would be completely pointless. Why would they add new content and then let it remain at the same level the current a3m is? Think about what would happen in permanent leagues - by the time a4 comes around, almost everyone who will still be actively playing those leagues will have outleveled a3m content long ago. So what's the point in introducing new content that is already below some player levels?

IMHO they should have set the level cap at 70,75 or 80 for the time being - that would have made scaling content easier in the future acts, but now they have to think about how to balance new content for level 80+ chars with BiS gear 'n stuff.
The point of that approach is to maintain the difficulty in hitting 100 and not trivializing existing equipment and players work. Power creep is the downside to what you suggested which is also not good.

Players could play a slightly less awesome version of PoE, grinding away for a real PoE drop.

To be honest though, they will probably just dumb down their already trivial content and throw in a few more 1 shot bosses in act 4. keep the tradition going, ya know?

They don't balance new content around people already have high level characters in the permanent leagues, and there's no reason why they should. There's nothing stopping you from still playing that content with a high level char or just rerolling to experience it at a lower level. It's also worth noting that the first Atziri kill was on Ambush.
