If it was related to time regardless of hourly breakdown or daily then the drop rate would be the same for all pieces.

who says, that the time frame for each fragment has ANY relation to their dropchance? One can be able to drop within its "own" quarter, and nevertheless be 100 times more rare than the others to drop at all.

Because the breakdown of gems/fragments across hour is consistent, and running Sarn with a corrupted zone every 5 minutes you get dawns and dusks across whole hour. I wish was a 15 minute period with more gems because I want vaal cyclones for all my toons lol.
