The reason for the low level of active players in Path of Exile

Isn't this a better way to do things?

Rewards++ when crafting rewards when farming.

What if instead of giving in to increasing drop rates of powerful items, uniques, or making crafting easier which would then seem like ggg is caving to casuals why not just reduce all enemy HP by something like 15-20% across the board. It doesn't directly make items easier to get or make them more powerful (obviously things would die faster but not through direct buffs to items) but it would give more reward for a given unit of time played and it would make combat a little more fast paced and snappy.

This way GGG doesn't have cave to casuals and we all win more per unit of time played. Seems like a win win to me.

A3x lowered down zone levels, I don't think Act 4 will do what you think it will.
And I really doubt that GGG wants to speed up leveling process.

The game goes up to Level 100, GGG just can't push regular acts down to under level 70 just because of...who knows. One Day they have to raise the regular act levels to keep up. They can't just push maps as the only way to level up in the final endgame, this will not work forever, especialy when many builds need Player Level 80+ to have enough skill points to even survive outside of high end maps.

There is so much unbalanced stuff in PoE, it's really hard to find the fun in there if you "just" want to slay some mobs and find some cool items for relaxing after a long day.

Actually, I think that they may remove on layer of difficulty and have 2*4 acts.
If the 4th act is big enough, that could definitely work out, and people would only have to do the content twice before reaching lvl 66 or 68.
SSF is not and will never be a standard for balance, it is not for people entitled to getting more without trading.
