Not offering a full respec is a bad design choice.

GGG does offer a full respec, silly.

It's called One Hundred Orbs of Regret.
When Stephen Colbert was killed by HYDRA's Project Insight in 2014, the comedy world lost a hero. Since his life model decoy isn't up to the task, please do not mistake my performance as political discussion. I'm just doing what Steve would have wanted.
When significant changes happen to the skill tree, GGG said they would reset the trees. Truthfully if you've gotten to 60-80 and feel like you've failed on your build just play something else for a few months and you'll get your reset. CI's already looking like it'll give us a reset sooner rather than later, lol.

Path of Exile was never meant to be a game for casual players who have no sense of planning, looking ahead, and doing some research.

If you offer a full re-spec:

1. You will never get a sense of achievement that you built a good character.

2. You will never experience the fact that you might one day have a better understanding of the game.

3. There will never be a community about strategy or character building, only the "who have the better items" community that is Diablo 3.

4. You will never make more than 1 character of any class. Sound familiar?

You see, often the most rewarding bits of a good video game comes from learning and building up understanding and knowledge. In short it is a sense of personal improvement that really makes the best video games. Games like Path of Exile, because of the ease of making stupid decisions, offers the player an endless sense of re-playability for that "perfect build". Once the player has learned through mistakes and carefully builds up a good character, there is the satisfaction.

Making full re-spec an option would ruin the game.

The more than 1 character per class thing is a serious concern. It'd be fine for now, but in a year, leveling areas would be a complete wasteland of talentless players. And once you kill that influx of newbies into a game, the old guard falls off slowly and the game dies a warrior's death. --Former EQ Player
Full respec?

GGG could sell those for 100 euros. I could live with that. If someone is willing to pay that much and support GGG I am fine by it. Personally, I rather create a new toon than pay any huge amounts.

Just let you re spec at begging of cruel, should know what you want to do by then as you'll really just have like your core route planned.
No Full respec..

I do not want PoE to be causal..

You want full respec? 111 Orbs of Regret...

I have had 23 at one time so it's not that hard to get them..
If there is a Hell! I'll see you there!

Plus quest rewards, you wouldn't even need all 100.

___

Paid respec is considered pay-to-win (am I repeating myself here?)

Not. Happening. And if it's a bad design choice, GGG can own that and know that they're still erring on the side of ethical financial decision making.

For which they got my support, and lord knows how many other diamonds and golds might not have chosen to support had GGG indicated an interest in paid respec-level pay to win.
If I like a game, it'll either be amazing later or awful forever. There's no in-between.

I am Path of Exile's biggest whale. Period.
