If people RMT for "perfect" (or BiS) gear, they basically only destroy their own gaming experience. This game is largely PvE after all.

There is no win, its not competative, you can create insanely strong characters without paying shit. THERE IS NO DIRECT COMPETITION EXCEPT FOR MINDLESS GRINDING THE LADDER.

Firstly, please keep the thread civil, there's no need to antagonize other posters for contributing to it.
With that out of the way, colluding with RMT sites would ultimately be a very flawed and inefficient way to make the game pay to win, which is something we've never wanted to do anyway. We would have to be comfortable sending our valued players through virus-ridden third party sites that we have no control or oversight over, nor any way to prevent them from stealing your personal information, in order to ultimately allow them to undermine the game for legitimate players. Aside from being probably 10 kinds of illegal across several countries, there really aren't any gameplay or financial reasons remotely good enough to make us consider doing it, even if any of us considered it ethically appropriate. So rather than organizing an elaborate conspiracy we could just ban them whenever and wherever we can because not only is it less risky, but the game, and therefore everyone who contributed their time, effort and money to it (especially you guys) benefit from us doing so. I think most of you guys missed the point...
Is pay to win any different than the very lax RMT policy GGG has in place? It is disturbingly obvious that some players RMT and have RMT'd for months "just for try, for see and for know"

Games can be pay-2-win whether the devs endorse it or not. Instead of asking "Is X game pay2win?", people should instead be asking "How sever is X game's pay2win?"
This can be a function of the game's popularity, the ease in which RMT organizations can thrive, and how attractive going RMT can be compared to going legit free. In games like WOW, there's so many people playing it and there's enough player interest in RMT that no matter what Blizzard tries to do to mitigate RMT, it's always profitable for organizations to make a business model around RMT. I've never really ran into any third-party RMT when I played Guild Wars 2, I imagine because the existence of an in-game system crowded out any 3rd-party organizations. Also, it's not nearly as big as WOW. In the case of POE, I think the strong presence of RMT comes directly from player interest in it (that is, the game's design makes RMT a very attractive option), coupled with GGG's really weak stance against it (slap on the wrist for RMT'ing for the most part). The laws governing the internet should update with the times. RMT sites are actively sabotaging a game, they should be illegal. GGG should have the authority have them shut down. The hosts and anyone purchasing the services of RMT sites should be able to be sued.
