Why doesnt +X% all resistances apply to Chaos?!

Elemental is a specific term in this game that refers to Ice/Fire/Lightning. Why is that difficult to understand?

Chaos differs from Elemental damage in two ways:

1. It ignores Energy Shield
2. It does not have an associated status effect.
