Congratulations null03! I'll ask Rory to contact you at some point to continue with the design of your item. Thanks for voting everyone!

Original Post:
Sorry for the long wait everyone! I've been in discussion with Rory and some of the picks just weren't possible to make, so the candidates have been reduced to three. Please be fair and only vote once with your main account. The winner gets full credit (I'm not just stealing your idea :P), and will collaborate with GGG on the design from this point on. Rory asked me to point out that the winning design may change significantly before the process ends, but they'll do everything they can to keep the core idea intact. Good luck!

We can definitely create an exile that is tough and only remains for a limited time, but we cannot have him destroy weapons in this way.

Necromantic Haste
We can't give skills on an item like this, but we could perhaps create a bow with "Socketed minion skills are cast on hit". Again we can't entirely prevent minion skills being cast, but the support effect would do this in essence.

Aurora's Right Arm (One-handed Sword) by BlondeKnight

Aurora's Right Arm
This is the most possible of these item designs, though the requirement for maximum fire resistance or specific weapon combinations isn't possible; Though we can't disable an item if you don't meet non-attribute or level requirements, we could have it be more powerful based on the level of your resistance or equipped item, though it should reward you for having lower resist rather than higher resists, as maximum fire resists are considered mandatory at end-game anyway. It'd also be better to have the item change stats based on weapons used, rather than only give bonuses with one specific weapon combination (Though this is too much to put on a single item along with the fire resist restriction)

Looking over these, I suspect quite strongly that most people won't realise just how significantly these would change.

I am not posting to attack these designs, or to call them bad - each of them has clearly had a lot of thought put into it - but simply to explain, as the primary person who works on implementing things like this and has to tell people "no, the game can't do that", where they fall outside what we can do or allow, and would have to be changed. Mostly because I don't want to have the forums full of upset people months down the track when the unique they voted for finally gets in and is no longer something they want because it's changed so much.
Note that beyond really obvious stuff, I can't comment on balance because that isn't my department at all.

Necromantic Haste

15% to cast level 18 summon skeleton on hit
30% to cast level 18 summon zombie on kill
+5 max zombies (or w/e is fair)
+5 max skeletons (or w/e is fair)
Cannot cast minion skills
This one is the only one with any real likelihood of entering the game looking much like it's initial design. While we do not support items granting skills (this item grants two skills, albeit with built-in cast triggers), we do want to do this eventually, once the obstacles in the way of that can be overcome.
So while this item does something that we can't currently do, it is something we're committed to being able to do eventually.

Aurora's Right Arm - level 60

Physical damage Range 175 to 350 (up to 400)
Fire damage: 50 - 150 Fire Damage
+ 35 (up to 65) Critical Strike Chance
+ 25 (up to 45) Light Radius
Base ATK Speed: 1.75 (up to 2.02)
Has Infernal Weapon Effect

Can only be used when a player has +75 fire resist to be in harmony with the awesome power with the blade and a shield must be equipped. Cannot dual wield.
The bolded parts here aren't something we're likely to be able to implement. We had to do a lot of hackery for Bringer of Rain in the end, which both made it even more difficult to do something similar in future, and warned us off such designs. Several other unique items have already been rejected or reworked to avoid these issues. I'm not on the balance team, but I suspect they'd scream at how much damage this thing does, and it's likely to be toned down substantially.

The weapon-eating thing is unlikely to happen in any form. Monsters don't have the kind of item-storage that players do, so storing the weapon in the meantime becomes a problem. And while this part isn't an implementation problem, I feel very confidant in saying we're probably not going to add something that will permanently destroy a weapon that someone might well have spent months perfecting.
EDIT: Forget to mention this part

• The Exile is a constant diminishing form (akin to a collapsing star or black hole) and thus the Exile has a time limit in which to be destroyed. (This is to prevent utilise TP’s to consistently refill flasks)
This won't work. No time passes in an instance with no players (or in parts of an instance which are too far away form players to matter). If you go to town to refill, then unless there's another player still in the instance to keep it awake, the monster's timer will stop counting until you return. You'll loose a little bit of time to the loading screen each time, but that's it. We cannot track time on an object in an instance with no players.
The current design of this doesn't sound to me like a rogue exile, but a custom monster. The reason rogue exiles are able to be created from the same custom content as uniques, while custom monsters were part of the much more expensive Ruler of Wraeclast pack, is that rogue exiles don't require creating new art assets - they're intended to be like other players, and thus use the existing player art assets for model/armour/fancy glowy bits/etc, and use (adjusted versions of) player skills. Should this be made as a rogue exile, it's likely to be much closer to what a player can already do in game, and unlikely to have unique skills to itself - skills take more work than unique items most of the time.

Again, I'm not saying these ideas are bad, I'm just hoping to shed some light on where these would almost certainly have to change, so that people voting understand that what they're voting for might well not be recognisable by the time it gets in.

Voting closes Saturday 12pm (NZT).

all of those look pretty cool :D
( i already know my favorite ^.^ )

gl with the implementation of the winner!
to tell u the truth, i think there is nothing new or interesting to any of those (maybe exile?) , but if ill have to choose from only those ( :( ) - ill choose the sowrd, even though its just sowrd with high dmg

- the oro's bridle build: https://www.pathofexile.com/forum/view-thread/1409823
I don't see that Sword making it into the game and I don't know what exactly is 'unique' about it. Sounds like an attempt to make a best in slot item to me.

That sword just looks stupid, wtf. 700dps or I am reading it wrong?

And it's drawback is you can't dw it and must have 75 fire res, really?

Rolling On The Floor Laughing My Ass Out.
Id probably vote for the exile, although the quiver would be a close second. The sword is too powerful in my eyes.
Return to this flameless sunder
Where exiles burn and the joyless wander;
Frozen lore beneath chaotic thunder,
Dominus returns to send us under.
In my eyes, the quiver, hands down. I don't even like the other two suggestions.
When Stephen Colbert was killed by HYDRA's Project Insight in 2014, the comedy world lost a hero. Since his life model decoy isn't up to the task, please do not mistake my performance as political discussion. I'm just doing what Steve would have wanted.
Quiver.
GGG banning all political discussion shortly after getting acquired by China is a weird coincidence.
