Hell no. I can't think of a single instance where manually casting the curse isn't easier and more efficient.

The only utility this has is to apply multiple curses (assuming you have the items/passives) at once. Even then, there being only a chance it will happen half the time, coupled with the fact that the curse loses its AoE makes this a candidate for potentially worst support gem I've ever seen.
GGG will definitely change this gem. Its pretty terrible right now.
Standard Forever
Two ways I've seen it used to great effect:

A) a buildup. Frenzy linked to the curse (which tends to be way more expensive if flat-cast), hit 3-6 times for the frenzy charges and curse application, then switch to a main attack skill.

B) used by someone with the Hex Master and a pair of Dodre's Damning rings, they used a 6L armor and linked 4 different curses to a... I think it was a Firestorm, I forget...? Their actual build was sporker. The cursing attack didn't do damage, but it was just there to stack a slew of curses as their totems did the actual work.

(that's what I was told anyway, I could have just been lagging so bad that's just what it looked like)

youve made your profile private but i checked it before - your characters orbit around 60lvl. maybe then - yes, these are good

1) searing bond does not scale well into maps. announced DoT buffs are not there yet and without them this skill is hardly viable in act1 merciless without building entire character around it. and with such dedication it is still not map viable at all. killing stuff with firetraps while having this on the skill bar is not 'viable'

2) chance to flee is worthless mechanic. it is used in d3 to balance out powerful weapons (as the DRAWBACK). i know that 'pucture+chance to flee' joke. it is not viable due to puncture scalling from dmg so you have to heavilty invest in dmg and then rely on mobs running around like crazy droping loot out of sight. meh at best! and requires absolute dedication. and is very annoing

3) dmg is below garbage. desync is off the charts
Like others have said , my 2h heavy strike dude loves it. With windscream I use heavy-splash-multi as main, and ST as my utility attack first. Linked to ST I got COH-enfeeble-blind-lmp , then I manually drop a vulnerability for my 2nd curse. Leap slam in with molten shell linked to the use on melee kill. Pits pretty face melting , I'm sure I could get more Dps manually dropping curses but I'm lazy.
