I also have similar problems and I'm using an hd6870. In parties my fps drops to around 15 when there are fire/ice spell users there. Strange thing is that my fps range is the same if I'm playing with maxed or the lowest settings. Setting textures to low using the config file, turning shadows off, lowering the resolution, turning off aa, turning off vsync and using --nosound makes no difference to the 15 fps in parties.

I've alleviated the grand majority of my performance issues with this game and I'm using an AMD system. I'll post my VECC/CCC settings, but on their own they shouldn't have such a drastic performance impact. At the moment, I run at near-max settings, have only set Shadows to Low and opted not to enable "Screen Shake".

CCC settings:
Anti-Aliasing - Use application settings
Anisotropic Filtering - Use application settings
Catalyst AI* - Disabled or Advanced
Mipmap Detail** - High Quality
Vertical Refresh - (Off, unless application specifies)
Adaptive AA - Disabled
OpenGL, Triple Buffering - Enabled

*I've only begun testing performance related stuff with this. So far, there's no tangible difference. I've read that Linux/Wine users should have this set to Advanced, while players suffering graphical errors should try disabling it (which is ironic since it usually fixes them). For now, I'm playing with it off to test performance.

**AMD drivers override most in-game mipmap/texture settings. Setting it one tick lower (to "Quality") should still make everything legible, but I've never noticed any sort of performance boost for doing this.

As stated in my previous post, I've unparked my cores (which I didn't mention is a tandem tweak with your Power Plan being set to Max/High Performance), and disabled my Client.txt from accumulating data. I also run --nosound, but there are two optional mitigating tweaks. (--softwareaudio and config editing, if you prefer all sound or just effects).

I am rerolling a summoner at the moment since I died due to a bluescreen. Farming Fellshrine merciless with 3 fireball ribbons (lmp-fastercasting-firepen.) and my fps will drop to 15fps-20fps when they start casting their fireballs which is quite ridicilous for playing solo...

I've recently obtained a substantial increase in frame rendering time.

I was running XP32, 4 gigs ram, old fragged partition, radeon 4890, q6600 (OC)

I changed to Win7-64, 8 gigs ram, fresh partition/install, radeon 4890, Q6600
(No longer overclocked atm)

frame rendering time plummeted, with no change in video card.

I believe the main two factors are win7-64 being badass, as well as being
a fresh install on a blank HD (my loadtimes also improved 35% or better.)

the extra ram probably helps, but how could it help this much when POE doesn't
even need 4 gigs? let alone 8. no... its gotta be the clean install and the
64bit OS; better able to thread apps and use hardware.

my drivers were up to date before, HOWEVER they are all now 64bit drivers.

difference is night and day. where once a 6 man game at lowest settings was
suicide, now a 6 man game with medium settings is excellent to play in....
still cant use max settings would frame rendering spikes... (a special radeon
issue that nvidia does not suffer from much at all)

I can play max settings with a few people at lower lag than I could
play a solo game at lowest settings. night and day.

Same issue over here. Just died at lv 69 HC against soul conduit + ancestral power... too much things on screen i guess, was my first crash on PoE :(

I use to play with one or two friends, constant fps spike when soul conduit appears...

It's a bit frustrating, considering the fact i run BF4, D3, AC3, FC3 etc.. on ultra settings with no crash (from my side, i mean)

Soul Conduit itself is one of the easiest mod to handle - in theory - but because of the possible freeze of 1-2 seconds it can be really really annoying and lead to your death.
So the only work around at the moment is to kite them where no fallen enemy is which can take some time... <.<
