Also because the game is meant to be challenging at all levels. If you make the game challenging for people with things like Shavronne's, Kaom's or Soul Taker, then for people who don't have them or the handful-in-all-the-server equivalent rares, the content is almost impossible.
And nerfing one thing is way more easier than buffing everything. Also nerfing keeps power creep at bay.


I played diablo 2 for years and and their were dozens of BIS items, they were just easier to get. I get your point but I think BIS are needed in games otherwise their are just overpowered rares like the mirror worthy chests/shields/helmets/weapons and maybe a lot of you forget that a mirror =~ 70 ex, a 6l shavronnes=~ 50 ex. A perfect physical bow and axe = a mirror, soul taker =~ 25-35 ex and a 6 l lioneyes =~25-30ex

And don't tell me a mediocre chest and weapon cost less we talk about BIS items

D2 was a single player game with a multiplayer option on top of it. Balance were just a matter of "is it hard/easy enough?". And after some patches, it was totally blown out of the place and gone to ridiculous extremes.

BiS items will always exist, by definition. Even if it's a thing with like 20 ES, if there are nothing better it will be BiS. :P
A endgame rare needs a top ilvl base item and a combination of 6 specific mods, of the highest tiers, and a good roll at those.
There are so many layers of rng on a rare that makes them awfully rare (verbigratia).
If you allow fixed mod items like uniques to be on the same level as the best rares, you might go all the way and erase the rare item system thing completely and go WoW-style with handcrafted by developer gear only.

Like i said I get your point I just have another opinion. I like BIS uniques cause everyone has the chance to get it with a lucky drop in time. I hate bis rares cause 1-10 people craft them with 100-400 exalted and mirror them. No normal player will EVER get a item with the 6 right top tier mods, but people will find high end uniques every day and the price will go down.

And they don't balance the game around these uniques, actually they made Poe a lot easier in the last patches.

Hard to say I got my 6l shav and have the same fun as before. I just play the game to own mobs. Make 100 of different chars and play the game for years like d2 before. Doesn't matter if I have a perfect equipped char or not. It's not like wow where you only can compete with a bis equipped char
