Uniques need to focus on Late/Endgame

Sure you'll inevitably have your Silverbranches and your Rixot's Keens. The difference is that Rixot's Keens didn't drop 6 times a day in high level maps. There was some system of balancing uniques by their item class in most ARPGs.

Now POE is a little different in the sense that high ilvl lower lvl uniques are sometimes very good (see Searing Touch and Quill Rain), but it still doesn't excuse the endless parade of unique gold and jade amulets flooding high level maps while the actual high level items only drop once in a blue moon.

No, they don't. Get your head off your 'endgame is all' ass.
You have a misconception of what a unique item is. They should be unique items. Not an all consuming goal to work for to fill every slot for your character.

GGG has already admitted mistake with items such as Lioneyes Glare and Koams Heart. And I admire them for doing so.
Dream fragments, meginords girdle, facebreakers, anda rings, just to name a few that wouldn't drop anymore.

We need more uniques like blood dance. Great recent unique.

What, do you stick around cruel for weeks on end? What, do you keep dying on purpose/not on purpose? The only people I can possibly imagine spending a lot of time outside of Merciless are altaholics, and guess what: they don't get much from this either. How many builds will use something like Deidbell for more than a few levels? You'll end up using the unique once for one build and then throwing it away.

Except that I never said that, and I tried to avoid implying it. The idea is not, and never has been, "make these uniques BiS". The idea is to make them not totally worthless, not a complete waste of time, and actually things builds would use. Because there are a lot of uniques that are totally worthless and a complete waste of time.

We need all kind of uniques, low levels and high levels with balance, not broken things like auxium.
The problem is, all the time i level new chars i just start dropping uniques at the endgame so the purpose of lvling uniques is fail. Low level uniques shouldnt be that hard to find when leveling up

Never said we should decide via base item level. We should decide by what they are meant to do.

As far as I can tell, the OP is not arguing for more Best in Slot uniques. BTW if they admit that those are mistakes then why do they make more of them? Why did they add in stuff like Soul Taker, Auxium, and Thunderfist.

I don't mind common uniques but keep them at the beginning of the game. Let them drop a lot for people who might currently need them. Not for rich end game players to keep finding them over and over again.

I don't accept the item level argument. Is that really a good enough reason to see a crap ton of common uniques in maps? Can't there be a better solution?

Yeah. Make a list of lower-level uniques that are actually remotely useful for endgame, then make only those drop in endgame. Like, you can get an ilvl 79 Quill Rain or Searing Touch, but not a Hrimnor's Hymn. Speaking of which: why is that even a thing? Why make a unique item which is literally worse in every way to another crappy, common unique around the same level?

It's easy to say this.

I dare you to come up with a clean, clear proposal how.
Answer: Item mods that scale as you do. Not easy to design, not an infinite design space, but there's a lot to be done with the space we have. For example...

Shell of the Last Kappa
Unique Goathide Buckler
Requires level 1
Base Evasion: 10

(12-24)% increased Melee Physical Damage
(12-24)% increased Attack Speed on Full Life
Adds Evasion equal to your current Life
(80-100)% of Block Chance applied to Spells on Full Life
Cannot Block Attacks

Asenath's Mark v2.0
Unique Iron Circlet
Requires level 8
Base Energy Shield: 13

(10-15)% more Attack Speed
30% more Mana Regeneration Rate
Adds Energy Shield equal to your Character Level
5% more Movement Speed
(10-15)% more Cast Speed
(10-15)% more Block and Stun Recovery
