THUNDERFIST and static blows question

I read on some wiki about shock that crit chance helps guarantee shock status ailment on a target.

Is this true?

Does getting more crit chance help with applying shock status?

Because the consensus on this thread thus far has been that damage scales with shock threshold.
Meeting a minimum lightning damage threshold which is scaled with the target hp raises the chance to apply shock.

As such, my question is now specifically:
Does crit chance increase shock chance by increasing the lightning damage, or is there a separate mechanism of crit processing shock?

Crits guarantee the following status effects: Freeze, Burn, and Shock, depending on your elemental damage.

Duration of shock and freeze depends on the elemental damage dealt to the target as a % of its max HP. If the duration is too low, the effects will not proc.

Duration of burn is set at 4 seconds, and deals a % of the fire damage dealt during that time.

Crits guarantee shock. But is it required?
I have basically no crit chance on my gear or passives, but I stack +% elemental damage.
My crit chance is very low (5.8%).
Can I still apply shock effectively (using Thunderfist and static blows)?

Yes you can, Static Blows with high lightning damage guarantees good shock effectiveness. crit will definitely give you a bit extra, though you will likely miss more often without resolute technique which hurts shock effectiveness.

what if I had this ideal setup:

Lioneye's Glare (don't miss) + Thunderfist + Static Blows + Maxed out Elemental Damage.
(but with zero crit chance bonuses).

the more I think about this item, the more I think how difficult it is to make a decent build.

The real killer is the 100% increased shock duration. There's only 60% ISD on the passive tree as far as I can see, so this is huge even for a spellcaster build. As other people said, the amount of lightning damage you need to deal with all this ISD is just a fraction of 1% of monster life. The main issue is to smooth out the RNG when it comes to shock/crit rolls. You could do something like:

<Ranged attack> + Elemental Proliferation + LMP/GMP + Chain/Fork

or

<Melee attack> + El Prol + Multistrike + WED/Melee Splash

and run Wrath aura. Whatever you do, if you hit a dense enough pack you will triple-shock everything very quickly. Actually as a bow/wand user you could just put a ranged attack totem with Lightning Arrow + LMP/GMP + El Prol there to make a 'shock totem', then use some 6L elsewhere as your main attack with more of a focus on raw damage output. This way you could deal some pretty extreme damage.
