That would prevent endless cycling of items at no cost. Friction in a market system like this would help a lot to prevent the main problems that (non RM) AH added to D3 - being devaluing items.

It would also be another deflationary mechanic, which could only be a good thing to help preserve the value of currency. The current system of consumables helps but even the consuming is working towards (probablistically) creating items of higher value.

Finally, such a transaction cost would ensure that self-found still tastes sweet.

It's not about how you implement an AH. Or barter house. Or trade shop indexer. It's that POE has balanced drops/gambling around trade. The whole reason drop rates are the way they are is because they want a trade economy. They are throttling drop/currency rates to keep them from flooding the economy. The problem with that is it has made trading the best way to upgrade your character for gear progression instead of drops or gambling since items don't leave the economy any where near as quickly as currency (or at all). It has made using currency for trading more rewarding, and therefore much, much more popular, than gambling, which was one the main goals GGG DIDN'T want to do - having a currency economy.
