I would reword that statement to say "they will be further encouraged to leave." There are many games I play that have things wrong with them, yet I stay because the underlying game is fun. Enforcing a certain playstyle isn't a great design choice though. You see plenty of that on the forums in fact. Example: Many people are upset because they are encouraged to pick up as much defense as possible. Limiting player choice in that regard.

what is said is a perfectly valid solution
you cant have options to make the game easier for people that choose to in the same league as people who do not choose to without at least some sort of penalty for choosing the easier option(example: account bound loot)
otherwise they would have an advantage and everyone would end up choosing the easier option simply because it would be more efficient to make currency that way.
so then the other option is having a separate league and the one i suggested sounds pretty solid to me.

maybe it was in one of the 800 pages past but do we actually know that people who dislike FFA are the majority? and if so by how much? I am sure they wouldn't want to lose any of their player base.
