I normally reach lvl100 with ease, and without external assistance. In poe2, I don't try because game is boring. But not dying isn't hard. How do I know this? Hardcore players are able to do it.
Instead you people could request for a casual mode, because I surely do not want to be part of your easy mode. Or perhaps play a game that's less punishing.
This game is in a bad state, but in far more other ways than death penalty.
`Spent 2 mirrors on my build, but I'm only Level 98.` LOL
`From just quick sweep of your characters, toxic rain, golems .. sure, non meta... sure.` LOL

With the amount of time it takes to level up in the mid to late 90s, I call bs on your claim of normally getting 100. If you are telling the truth, then you have no job and no life beyond POE2 which makes your opinion irrelevant to the vast majority of the player base

You can reach lvl90 within 12 hours if you know what you're doing and not refusing to learn.
In POE1, it should typically be 1% xp per juiced map, and so you need 100 juiced maps to go from 99 to 100. so 3-5mins x 100 maps = 500minutes. it's much slower in poe2, but we're more talking about dying than going 100.
if you recognize yourself as a casual player, you do not need to reach lvl100. being at level 90 is perfectly fine.

What makes your mind set that 100 is the goal and if you are not reaching it, there is something wrong with the game?
Do you also want to change Chess just because you are not tank top 100?
Just to offer a different perspective:
- Level 100 means nothing more compared to lvl 90 or even 80. No content is gated behind that level and 99% of builds are functional well enough to clear everything in the game with level 80 character.
- If you are stuck on level 92, then that's where you belong with your skill and character. If you improve and stop dying, you will progress onto the next, harder level. Similar logic as in most of the games.
Stop telling other players what goals they should have and what should matter to them. If 100 means nothing to you, then you shouldn't have an opinion on it either way. Obviously when people complain about XP penalty leveling up past 80 or 90 means something to them, and using lame talking points won't change minds. Getting to 100 does matter to a lot of people and it is a goal. When that progressed is gated through a combination of slow leveling and losing exp, it completely takes the fun out of leveling.
And yes, there is a difference between lvl 80, 90, and 100 no matter how much you say it doesn't matter. I want those extra 10-20 skill points. I want to max out my passives and have a little more flexibility to experiment. You don't care about those points, then good for you go ahead and enjoy your character. I care about it and nothing you say will change how I get enjoyment out of my game.
If you remove the exp penalty then you remove the fun of having reaching lvl 100 as a goal. The majority of people find it fun because it is challenging. If there is no penalty for dying then there is no challenge and it is only a question of having enough time to play.
It also exists as a mechanism to force you to get better at the game and learn more about the mechanics.
It would be one thing if it in any way prevented you from playing the game but it doesnt. Reaching level 90 is basicly free and after that you can clear anything thats in the game and the player power you get from the last 10 levels is incredibly minor.
You want to reach level 100 with zero challenge or requirement to learn or be good at the game. The majority wants the challenge to be there. Exp penalty will never be removed from the game for the same reason why its a design thats used so often in games.

GGG/POE apologists are a special breed.
We play this game hours upon hours on end, all in the hopes of getting a drop or currency to buy someone else's drop that'll give us a 1% increase in power.
Meanwhile, 10 passive points could theoretically give us 10 to 20 times as much power as that one piece of gear.
And the glazers are all "it's your fault that you died to a randomized rare mob with 3 affixes that are a hard counter to your build"

Once more I implore - can the proponents of XP loss please stop with the lies? The overwhelming majority of players don't even play the game anymore. Do not pretend like you speak for the majority.
And no Xp loss =/= no penalties. You lose time, juiced waystones, juiced tower influence, map mechanics, bosses, and uncollected loot.
We who oppose it are not asking for a no- challenge mode. We want for progress that was earned in the ten or twenty prior maps, to not be taken away due to poorly telegraphed and unexplainable one-hit-kills.

Misread your post, thought you were talking about POE2, my apologies. I didn't play POE1 so I have no idea how leveling works in that

If going from 90 to 100 would give you 20% player power then there is something wrong with your build.
Also its just a fact that the vast majority of deaths are your own fault
