Looking at both pictures in OP; even though both 'armors' are ornamental, the bottom one looks ridiculous and hopefully GGG will never, ever go there.
PoE has one of the best art styles in gaming industry, IMO, where (default) gear is fantastical, yet kinda realistic. The art style of Asian MMOs (or whatever that other thing is) is completely clownish. --- That said, I fully support more cosmetics, eg; vanishing dyes for helmet, skin transfer (what else I'm gonna do with all those useless but nice looking uniques?) and even hair styles for our beloved feamales... I also want my witch to look stylish, while being a sociopath. Just keep it tasteful. No pink hair, no asian MMO clownshow. When night falls

It can be designed "Artsy" or whatever you wish to call it but They definitely don't have what I'm looking for how I would like to look at my character every time I play the game. A stylish / sociopathic witch sounds like a pretty interesting cosmetic, you should be able to find something like this in the shop that matches to your tastes. Where does this idea come from that PoE2 is a "fantasy" ARPG? I can't find that ANYWHERE officially linked to the game.

" That's not womanly, just ridiculous (can't find a better description). Not to mention that it doesn't fit with the rest of PoE art style. And I would actually want more 'womanly armors' in the game; I want my female chars to look feminine and male chars to look brutish. But it has to be tasteful (= not over the top sexualized nonsense) and fit into the Poe art style. My preferred MTX in Poe1 was skin transfer. I'd simply use the good looking, but common / trash unique chests over the actual armor. Having a 'skin transfer' that would work on an item slot in PoE2 would already be nice. When night falls
