The benefit being players wasting less of their time and less of their resources trying to get a movement speed increase that to the best of my knowledge is functionally mandatory at higher levels of play.

Personally I would like this type of change, but I don't think that GGG's games are designed to respect the value of my time.

In fact, I think their entire model is based around making me spend as much time as possible chasing loot in their game, so their business goal where that's concerned should be to give the player enough agency that time spent in the game doesn't feel meaningless but not so much that they're able to race through the grind to obtain the most optimal gear possible for their build.

Additionally, they need to find the optimal balance that keeps the greatest number of consistently-paying players in the game as well, or alternatively the players who keep the game's economy strong by doing a lot of trading to people who spend a lot of money on the game.
No, always having a movement speed bonus from heavy armor boots isnt ideal and noncence.
It's not just about map clearing speed. I got my first +% MS boots before level 20, and since then I NEVER wore a pair of boots without MS, the difference is too big, even in combat.

100 or 120 movement speed means some boss attacks no longer need to be dodged but can be nullified by you simply walking away. If bosses are a test of your skill, then MS has also become a part of that skill/difficulty, it's not fair.

I ran into a rare mob last night with mana siphon and fast movement speed. It somehow completely ignored all my minions the entire fight and just chased after my witch. Because my boots had 20% movement speed, I was able to run just as fast as mob, sometimes keep just a little distance to get just a little mana to cast 1 fire wall to trigger my raging spirits. This fight took me 3 minutes because I was constantly running around and couldn't cast anything 90% of the time. If I didn't have those 20%MS boots on, I wouldn't have been able to outrun that rare, that fight would have been almost unwinnable. Movement speed shouldn't be the deciding factor in fights.

Is this game supposed to mirror reality or something? It's fantasy. And btw, all body armors have built in movespeed modifiers...
I understand, thats why we can craft item with movement speed bonus, found magic items with that bonus etc. But making it a stat that every pair of boots have is wrong.
next will be that every hand armor having attack speed bonus..
Funny, my idea was just to remove that stat alltogether and make the chars 20% faster by default

Not having attack speed on your gloves doesnt brick the item

It kinda does, though. Do you not use movement speed on your boots? I don't know anybody who doesn't, though I will admit that my social circle in PoE is rather small.
