Tier rankings are backwards...Why?

They have to disinguish themselves from POE 1 in as many ways as possible and if that makes the game more frustrating that's a double win.

Also rare item drops should be tiered the same way to avoid confusion(or be called something other than "tier", like "rank" or "power").

I bet this stuff is giving neversink a headache

They could even have T5/5 to indicate how close to max rolled it is. But tiering this way is confusing.

Short answer, so that later they can add tiers that are higher without reworking every single tier that currently exists ;)

As you said poe1 we can assume you’ve played it and know a short while ago they reworked tiers from the ground up so we could (for example with random numbers) get 200hp on a chest instead of 140, just imagine that that would mean editing the min and max numbers for every single tier on every single item.
Now they just add tier 12 (assuming 11 is max current,which I don’t know) equals t11+5% and every item is changed.

One reason for the change was so that the word Tier meant the same thing every time you saw it. Bigger numbers were better for maps tiers in PoE1, but worse for item affix tiers, which was counter-intuitive for new players, and PoE2 is very much about expanding the Path of Exile player base by attracting new players.

PoE1's affix and item tiers also led to weirdness like Tier 0, which wasn't a thing originally but had to be added later due to power creep from added League content.

It's only a problem for long-time PoE1 players, and we can adapt. They're not going to change it.

I don't know if I would call it a problem, but it does make life harder for everyone, not just PoE 1 players. If you see T6 you have no way of knowing if there is a T7 or not, or even how good T6 is in general, unless you look up how many tiers there are for that particular mod, or at least mod group. And you have to do that for every single mod.

We have already thoroughly disproved that his helps with consistency. Even if consistency was an issue - which it isn't, because other things with tiers, like maps, are completely different concepts - it would still be better solved by calling everything else levels (like skill gems) and using tiers for item mods only. Significant semantics are a huge huge part of PoE and PoE 2 for much more important things (like how skills and supports and passives interact), I don't see why this would be a line in the sand.
Agree. It is annoying to check mods list for every single gear.
