How would you qualify it then?
The game had active and regular seasons, multiple dedicated content creators with solid number of views on videos, an active subreddit, and was apparently selling well for many years after the launch. I struggle to find some other criteria.

Steam is certanly better, and since its a place you naturally acess to play, its kinda clear that is gonna get more reviews
But that you bother to bring that 65m and dota2 kinda suggests you dont know how to interpret data: Yeah, dota2 have a yellow score, but metacritic, like any statistic site worth its bits, gives the ratio of green and red numbers to give context to that number and dota sits with a very high amount of greens compared to red reviews. In such context, a yellow number is actually solid: Most serious reviewers have grades around 7 and it was bogged down by emotional zeros(and i said you gotta read some texts, and making a diagonal read of the red reviews on dota shows a bit of a overreaction over certain events)
No, I actually do know how to interpret data, especially the part that if the data sample isn't representative, then it doesn't matter what analysis you apply to it, as all the results will be garbage anyways. Garbage in; garbage out. Metacritic reviews are garbage for the reasons I explained earlier.
Also, on a fun note, what makes you think that the review bombing following D4 1.1 patch isnt 'an overreaction over certain events'?

When blizzard said this several months ago how they gonna add new content every season i knew they are lying and they will only add actually new content in expansion right now they are doing the same exact thing what they did in diablo 3 SEASON THEMES wich adds ONE SINGLE THING to the season in this example they added some new monsters who drop some kinda hearts who can upgrade your character yep thats it thats their new content season themes were boring in diablo 3 they didnt add any new content they just reused the same old content compare it to GGG when they releasing bunch of new stuff every season multi milion company can release 100x times more content new every 3 months than a multi bilion company LOL
To be fair, most PoE leagues don't add alot either.
Sometimes we get banger league mechanics like Delve, Heist, Delirium, Breach, Sanctum et.c.
But most of the time we get pretty shallow small mechanics which just is some new monsters to kill in our maps. Examples of small lackluster league mechanics are Crucible, Essences, Ritual et.c.

Some of the malignant hearts add build options aswell. Necro and sorc feels so much better to play with the automate corpse skills or using mana to proc your passives.
Truth is d4 and poe share more similarities than differences. I'm enjoying season 1 so far, but i`m also excited for poe 2. Both games are just greate.
