Probably not and there is a good chance It was just said as bait but on the off chance they genuinely believed that replica dreamfeather needs nerfing I had to make it painfully obvious how fucking stupid that is.

The unique changes can more then justify most of the nerfs in the manifesto, even though some are quite questionable. This could spice things up alot. One "right" unique is all it takes to create a build around.
Have not been this hyped for patch notes for a long time tbh.

I don't think it was a bet --- given that person's relatively recent post history he/she feels that level 83 is enough end game experience to be "knowledgeable".

Quill Rain took a flat 40% damage decrease and all it really offered to start was attack speed.
Any time something gets buffed, its generally a minor improvement if it has any meaning at all. The very rare chance something actually turns out really useful it doesn't get to stay that way for long.
