4% of the top levels in SC use it which is not that bad. About 20% of the people above 95 in HC use it which is not unreasonable considering they can't go all crit with 4k HP

Check again your filters pal, select players on lvl 95+ and not from lvl 79 since most of the time RT is just a leveling keystone.

Maybe you should check at all before making claims like that. Right now there are 616 builds at 97+ using RT, i.e 4% of the total playerbase in SC tradeleague. Filter on relevant skills like EQ/ES/GS and you get usage in the 70% plus range on high level builds. Calling it a leveling keystone is just entirely detached from reality. And this is SC tradeleague we are talking about. HC and SSF will have way higher usage of it because of weaker gear in general.

RT is not ideal if you have dozens or even hundreds of exalts to throw at your build because crit has higher damage ceiling but most people can't invest that much and even with RT slams get more than enough damage to do pretty much any content there is.

Resolute Technique is taken, in my experience, at a huge convenience, just because it's RIGHT next to the left side of the tree. If it were like 3+ nodes away, I'm not sure I'd take it.

First of all what does your experience with rt is any way relevant?
Second of all it is located where it is, and discussion what would be if it was somewhere else is beyond pointless.
And finally you are just wrong. Damage is not everything consistency is what is important especially in hc. If every 100 hit you jump into a pack slam and nothing happend because you missed... You wont live for too long.
