Disabling SMT (either in BOIS or just for game process with Process Lasso tool) in no solution as stuttering makes game for me literally unplayable: frame drops to 5 fps out of nowhere when just moving through already cleaned map areas. Not mentioning what happens during intensive fights - you can imagine.
R5 1600
RTX 2060
16GB 3200
All components (drivers, OS etc.) are fully updated.
Damn... what a piece of **** is GGG's QA team. This is evidence that they even do not play own game at all. It crashes so often that there was no way to not face it during tests before last patch release.
So frustrating.

I had a crash in my hideout last night now I crash as soon as I try logging into the game world(Karui Shores) on any char. Path of Exile is very literally unplayable for me now. Tried deleting cache and temp files, no difference.

Crashing everywhere, leveling, maps, hideouts, town, etc.
Does not seem to be consistent anywhere.
Have tried deleting the three cache folders as described. Helped last night leveling new character for a couple hours. Crashing before that and now again today. Sometimes I can play an hour, sometimes they are every 5 minutes.
Tried DX11, instant crash.
Tried turning off Engine Multi-threading, helped for an hour or so. Now it is crashing again.
Also tried Fullscreen over Windowed Fullscreen, no help.
Had some issues first two days of league. Seemed to be server related. Zero issues since then until patch 3.13.1

In addition to that post I just tried deleting the various Shader Cache folders and it is worse. Particularly in new areas. I am now crashing in every other new area, ones that had to load new textures, assets etc.
Seems to be directly related to loading these new assets. Tried various texture quality and other graphics settings. No changes.

UPDATE
Went into BIOS and disabled SMT. No crashes and game is running very smoothly. Have played for about an hour. Will continue playing/testing tomorrow and will update with info.
So is this some sort of issue between SMT and the new Texture Streaming feature? Anecdotally it seems so.
As an aside, it would be great to disable Texture Streaming even after this is fixed. I had no issues with textures loading and now it's ten seconds in town before anything looks right. But I digress.

Update Jan 30 2021
***********************************************************
After playing for three hours this morning I've had no crashes.
Of course, no SMT makes my overall system run a bit slower. A second or two difference in web browsing, loading PoB, etc. I don't want to keep it off, but seems like SMT is the issue.
Slowly added other programs running in background. Spotify, PoB, Firefox and no issues, no crashes. In fact the game, while leveling through the middle of the acts, runs flawlessly. Getting my normal 120 fps with normal dips into the low 100s and 80s when lots of monsters on screen, Delirium etc.
Oddly, it did seem like occasionally when someone would chat in Global the game would have a quick, like half-second, quarter-second, hitch. But I couldn't reproduce once I noticed it.
Textures are loading slowly still the first time in a zone. Seems worse than ever generally after this last patch. And a definitely slower after disabling SMT.
Overall after trying so many other fixes, clearing cache(s), changing one graphic setting at a time, then trying combos, fullscreen, windowed fullscreen etc., then putting everything back to my pre-patch settings and disabling SMT seems to have fixed it.
The most note worthy take away from my experience was when I deleted all the shader caches. With SMT still enabled all shaders had to be loaded as new. This produced a crash just about every minute as I made my way through act 5 and it seemingly crashed every time I encountered a new mob, new area, new effect etc. After keeping all my normal default settings and just disabling SMT I could play with zero issues and new assets loaded for the first time, with no issues.
So in my experience there seem to be a strong coloration to SMT and the texture/asset/effect loading. Possibly stemming from the new Texture Streaming feature.
Also I'll ask again, if it is Texture Streaming and the SMT bug is fixed, can we just get an option to turn it off? I had no issues before Ritual with texture loading, slow downs, etc. I'm not alone, and while new features to keep the game running smoothly on many different systems is great, allow us to turn it off please.

As already suggested, once again :
use "Process lasso" program and just disable SMT with it for PoE only, will not harm any other process on your system this way, works fine as well.
And, yes, its just an intermediate "hotfix", as with disabled SMT at least on my 1600x i feel occasionally stuttering.
But, well in the end at least some sort of gaming, until GGG fixes this QA fail ...

this still works just saying, u dont need to disable smt in bios or download other programms

Does not work for me. The only thing that allows me to play longer than 5 mins (maybe ill get 20/30 mins before a crash), is to turn off Engine Multithreading.

I was having major crashing issues with this patch (AMD 1700, NV3060TI). I uninstalled POE, deleted all cache folders, updated my Realtec sound drivers from Mobo site, reinstalled POE, and it seems stable now.

Just wanted to reiterate a workaround:
I crashed constantly on Ryzen 7 1700.
Installing https://bitsum.com/ Process Lasso and disabling SMT worked for me:
Hope it works for other people.
