1 Tab for currency, 1 tab for selling items, 1 tab for maps, 1 tab for levelling uniques.
After that you just make Mule characters that have items in their inventories.
Honestly speaking you should play on Steam. You get card drops for playing the game and other games.
Sell those card drops on the steam market and use the money to buy PoE Tabs when they go on sale.
Theirs also programs you can download that AFK games for free to stockpile cards that you can sell.
Edit: If you ever do buy tabs get Currency > Map > Unique > divination > Fragment tabs in that order.

excellent advice, the only thing I can think to add is perhaps the first purchase might be upgrading a stash tab to a premium tab because it makes selling items from there so much easier.

this is the main obstacle for me to get stash tab, PoE here is region blocked by Steam and the price different from steam and main website is too high that's why I can't afford it, I think it's because taxes or something I don't really know. But thanks! my stash tab is already looking good just like your advice!
