Ping spikes after Patch 3.13.0 Hotfix5 / WinMTR+Image

Another thing i'd like to know is why my fps keeps zigzagging from 80-150 like a rollercoaster while i do nothing but stand in one place in my hideout. It's anything but stable, in one second it's 100, the next it's 146 , and this continues on...

same problem getting ping spikes every 2 seconds. changed router and no fix. every other game plays fine. im on NA DC server. all servers have same issue.
