Having the same issue, along with the game randomly crashing without an error message. I let steam check the files and also flushed dns like people recommended, changed network mode a few times, nothing really changed expect for the character i play being able to move or to be frozen in time with the animations still going.
Those laggs and crashes make it a real pain to play a realy great game.

Server (Frankfurt)

Friends have similair issues on random maps, others work just fine.

Tried again after patch 3.13.1
Region Frankfurt (EU).

Still happening.
Game is completey "network-frozen", can click everything in the UI, view items etc., but can not move around.

Renderer: Vulkan
ISP: Deutsche Telekom

steps:
create map, join map, getting correct address from logs/ressource monitor.

Using portal #2 after dying due to the lag, everything is fine. No lag.

aight i played a bit and had no problems whatsoever untill i encountered a legion in an open map. the second i open it and free the first mobs i get these extrem ping spikes and freezes (due to lockstep) and the whole map is fucked resulting in spike severytime there are lots of mobs.
The maps after that ran perfectly fine untill i encountered a legion.
Same here. It's been over 1500ms during fights since yesterday. I had zero problems before, and now this is unplayable.

I tried it again before patch on Amsteram Server where it worked fine until the patch came, didnt notice anything further.

Looks like Patch 3.13.1 solved the issue for me.
I run Maps with different Mods and Tiers for the last 1+ Hour and didn't notice any Lag Spikes. Constant 60-70 Ping ( normal for me on the Frankfurt Server )
There was one small Spike to 130'ish Ping for a split second when i was close enough to ''The Envoy'' and the Voiceline started.

Did not change any settings.
Mid/High Graphic settings and Direct 11

Ping 60-70
FPS didn't drop below 90

I'm not sure but i think the Texture loading might have been a issue before the Patch. Everytime i started PoE my Textures was blurry for a couple seconds. Now when i start PoE the Textures are clean from the first second my Character load in to the Game.

Patch 3.13.1 has not fixed these issues for me. The ping just now sometimes reaches about 2000ms - trying different servers like Amsterdam, Frankfurt or Moscow - they all give me the same problem. It's an issue that has to be fixed, cause it really makes the game unplayable and it removes the enjoyment in the game.

My ping is stable too after the patch, but textures are loading slower than before.
