If you're running windows 7 and are running into this issue try disabling the Aero theme for windows, that fixed my issues with vulkan rendering much darker than it should with windowed fullscreen.

Having the same issue after updating to AMD software version 21.5.2.
Disabling Windows 7 Aero theme works as well as switching from Windowed Fullscreen to Fullscreen. System: Windows 7 64 bit Radeon RX 480 AMD software version 21.5.2 |
