How well does this build do against T13+ blights/simulacrum?

HoT gem has "spell" tag right now. Isnt that means its gonna scale spell damage?

It's possible use this build in 3.13 with the new changes???? Really like this playstyle and i made it in 3.11 but skip 3.12...i'm back now for this one more time trying.
