Bloom plus HFT is a literal nightmare. Let’s us disable bloom, GGG! In a hardcore game that’s all about customisation it makes absolutely no sense to disable graphic options.

I suspect this setting is forced at the moment so they can collect data on how well it works, instead of just letting everyone switch it off and so learning nothing about how to improve it. The good thing about that rather optimistic view of the situation is that that means that we'll eventually get the option to switch it off, once they're done with all their testing.

Even if that is the case, it is a terrible decision because:
a) it was not communicated
b) the game is literally unplayable for a fair amount of people for whom it is causing headaches and other issues
c) some people (myself) have just quit because the game looks like trash

Furthermore, if you have to force an option on because you are concerned everyone will turn it off, is that really an option that should be considered? And if ~half of people actually like the feature (hard to believe, but whatever), that still seems like more than enough data points.

I highly doubt this is the reason. But if yes, this would be one of the stupidest things in the history of pc gaming.

If you want to test such stuff provide a test environment (beta servers) and give the players some incentive to play there (maybe some rewards).

This logic is flawed. They don't have to be afraid that everyone will turn it off, but rather only that those for whom it doesn't work (either technically or aesthetically) will turn it off. And those are the very people from whom they want data. It doesn't help them to know how it is working for some people without knowing how it isn't for others - and those are the same people who'll turn it off if they're given that option.

People have asked them to have beta servers for a whole bunch of things for ages. They still don't. Maybe an experienced game dev can comment on the likely reason for that (maybe it's too much more expensive or something?), but I can't.

I don't think that money is the main reason here. It is more the fact that they don't want to spoil the new season stuff and therefore testing is only internal.

And since it is only internal and limited to a certain amount of people who I guess allready have a fair amount of organizational blindness - the quality of the result is lacking.

One thing is to test new gameplay features (like Harvest league, for example).
Another thing is to make consumers physically sick of using the product.

Post-processing effects are not a 2020 thing. There is enough data to conclude that forcing such effects to test something is a very stupid idea.
