Blackguard (Arc)mage spectres don't cast Lightning Thorns

Maybe this can be fixed in 3.17?

No mention of a bug fix for this in the patch notes...

It seems that the monsters do cast Lightning Thorns now and that Lightning Thorns has an effect (visual + damage), however, the spectre variant of the Blackguard (arc)mage monster does not cast Lightning Thorns
