3.9 Atlas - i have 8 watchstones and 8 citadels , now what?

That's right.

After my issues with no encounters anymore, I did split up my Watchstones
(from 4 Watchstones in each of 2 Citadels) and socket them into the other
Citadels, so that I have 3 Watchstones in each Citadel at the outer zones,
that did the magic, encounters occuring again.
