3.9 Atlas - i have 8 watchstones and 8 citadels , now what?

Yes and Yes. You can use watchstones anywhere, and the region that says 2 required needs two stones slotted. Run one map in that area to trigger the exile.

I suppose it doesnt matter. You will have to unlock the watchtowers in each region eventually, as well as the initial 4 exiles in the outer regions for the questline.

Do white tier 4-5 in each region your watchtower isnt unlocked. Remember the portal Zana spawns after the boss is killed can be a bit hard to spot. You have to go in to unlock.

So i made mistake and put 4 stones in citadel. They are locked now since i have influence of elderslayer. But thing is i don't have any red maps to spawn him.
How i can fix this without buying maps? I have 5 other watchstones.
