So, I have found a solution. When I originally started progressing my atlas, I was on a different character. I have since switched characters, and while I was able to pick up Watchstone Altars in regions I had not been on with my first character, I could NOT trigger the Watchstone Altars in regions that I had been on with my first character.
TLDR: If you started the Atlas progression on a character that you're not currently playing, go back and do the maps on that original character. This caused the Watchstone Altar to appear for me on the second map that I ran. |

" Thank you! Yes, I did create a second character after breaking into maps on my first. I just ran 4 maps in 'tirn's end' on my original character and the citadel portal was there. I can finally progress atlas again, thanks. But this is definitely a bug, I ran those same maps many times on my second character without the citadel portal showing up. PSA to anyone else who's atlas is stuck, if you created another character try the above suggestion solution. |

I am having the same issue on Standard in the regions Tirn's End, Glennarch Cairns, and Valdo's Rest.

Atlas fixed (maybe), after getting the first 'inner watchtower' in a t3 maps, I ran the remaining 3 territories (on my original league starter) in t3 maps and got my portals first time for each of the 3. I ran all those maps multiple times on my second character without the portal showing up.
I took a sneaky peek at other people profiles who had experienced the issue, most had second characters in Metamorph League.  Last edited by jasomnia#7322 on Dec 17, 2019, 2:39:35 AM

I'm having the exact same problem but I can't solve it by playing my old character as it was in hardcore SSF. This bug has effectively bricked my atlas.

same problem.. did like 40+ maps in that sector and tried that workaround with first character but Portal won't spawn i hope this gets looked at ASAp can't progress this way
