Watchtower does not show up.

I have absolutley no clue at all why I can't get my watchtower in "Tirn's End" to show up. I can't get a exile to spawn there because it requires the zone to be level 1 or level 2, and for that zone to become level 1 or level 2 I need to put in watchstones in the watchtower. How am I suppose to put in a watchstone in a watchtower that does not exist? I have done maps in that area for 7 hrs now and still can't get a portal to the altar to get my watchtower to show up.

Whats the deal with that? I'm either bugged hard or i'm doing something wrong but I can't see the wrong part in it.

So if you spawn the Haewark's Hamlet citadel on Leyline, the citadel icon will hide under the atlas header/search bar until you zoom in, which I would otherwise never/rarely do. >.>

However I have no spot to socket the gems.

I have this same issue with Tirns end and Lexmark proxima , I have reran every map there but no portal spawns for the watchtower

Found a workaround on Reddit:
Do the maps in the normal map device, apparently the portals to the Watchstone Altars don't spawn when you start the map through a masters mission selection.

Same problem here, can't get any watchtowers to spawn in the 4 central sections of the atlas. I have no problems with the corners

I also have the four outer corner watchtowers plus 4 stones, I've ran inner maps all day today and no inner watchtowers have spawned.

Have you found that solution to work? I've been running maps all day from my HO map device (not master's) with no success.

Same issue but in Lex Proxima. Have run every map in the area minimum two times and have not gotten it to spawn. :/
