The game has opened up to certain cultures. And even more so recently over the past several months.

If you think that's just a coincidence, go live in some of these cultures and see for yourself the commonality shared between their behavior, and your observations here in PoE.

I'm not going to mention what cultures, for two reasons 1. I simply can't in this day and age; and 2. I will give the community here credit for already knowing which cultures I am referring to.

Its incredibly rare for GGG to do any real banning, and I'm gonna let you in on a secret. Your average gamer isn't scamming for in-game riches. Hes scamming for out of game riches. So banning his useless one of a million F2p account does about jack all in the grand scheme of things.

They just make another and scam some more, and make more money.
Never got scammed once since I started in Legion :O And doesn't PoE's trade mechanic stop you from getting scammed if an item changes?

It's the same mechanism that drives the behaviour behind "I confirm I have read the Terms and Conditions." People don't want to pay attention to stuff, whether it's a 15 page wall of text in Legalese, or a 5-second mouse-over on currency/links coutns.

Can y’all recommend any PoE build guides on the art of scamming?
one thing you have to think about is how many of these scammers are individuals just doing it to fund some gear and how many are from certain companies getting quick currency.

With that in mind it would be nice to see a more firm stance on in game scams or a more fool proof trade system.

Your comment has gotten me so angry, I have a million things I want to say but it would probably be best for me not to do so.
