But yes, maybe it's just its "meta period". It will probably see both a numerical change and a mechanical change. Range? Projectile speed? Duration? Who knows.
So in your mind winter orb is strong because of ascendancies, trickster and elementalist or secondary explosion effects. Now do an experiment and try it without and winter orb will feel like peeing in the wind. Everything gets sprinkled a bit and you get wet.
For the first few days of flashback, there there was a winter orb character in the top three in atleast one of the ladders for every ascendancy in the game apart from necro and saboteur.
Juggernaught, chieftan, berserker, slayer, gladiator, champion, pathfinder, deadeye, raider, guardian, heirophant, assassin, trickster, elementalist, occultist, ascendant.
All of them had winter orb variants somewhere very close to the top of their respective leaderboards; in many (most?) cases, winter orb literally dominated the board with few alternatives.
It's not the ascendancies driving the skill; the skill is too strong in its own right.
